The model runs continuously across forty seven public sources. When three or more independent sources cluster on the same event inside a twenty four hour window, the cluster triggers a synthesis read. The desk reads the synthesis, decides whether the cluster is material to a principal's exposure, and writes the brief by hand. The clustering logic is the floor, not the ceiling: a single signed regulator notice can also trigger a brief if the desk judges it material on its own.
Every brief that leaves the building is signed by a named London operator. The signature is the contract: a person reads, a person decides, a person stakes their name on the call. The AI does not file. The AI watches and clusters. The reading is human.
Calibration is published quarterly.
